economic order that will help to eliminate the widening economic gap
between developed and developing countries and ensure the steady acceleration
of economic and social development and progress, in particular of the developing

AWARE that tourism can only flourish if based on equity, sovereign equality,
noninterference in internal affairs and cooperation among all States, irrespective
of their economic and social system, and if its ultimate aim is the improvement of
the quality of life and the creation of better living conditions for all peoples,
